2027 Proposed Budget

The Castle Pines Village Metropolitan District’s 2027 Proposed Budget is available for public review. The budget covers the District’s two funds, the General Fund and the Water and Sewer Fund, and sets spending priorities for operations, maintenance, and capital projects in the coming year.

Budget Highlights

The 2027 budget focuses on maintaining a healthy financial position while continuing to invest in the infrastructure that serves the community. Key highlights include:

  • No water rate increases included:  The proposed budget was developed without any increases to water rates. Revenue projections are based on current usage rates and fixed base rates.
  • Major construction complete: The water treatment plant expansion and new water tank are finished, so capital spending is significantly lower in 2027.
  • Healthy reserves maintained: Both funds keep operating reserves and capital reserves, as required by District policy and loan requirements.

2027 Projects

Planned projects in 2027 focus on public health and safety, preserving existing infrastructure, and planning for the District’s long-term water supply. Projects include:

  • Long-Term Renewable Water Plan, Phase III ($275K): Advancing design of a selected reservoir site and pipelines, positioning the District to pursue state grant funding.
  • Roadway Program ($3.3M): Continued repair and replacement of Village roads based on pavement condition assessments.
  • Pressure Zone Rehabilitation ($500K): Design of a new pressure zone to reduce high pressure at some homes and improve low pressure at others. Construction is planned for 2028.
  • Landscaping and Fencing around Water Tank ($500K): Security fencing and landscaping to protect the new tank and fit in with the surrounding community.
  • Incident Command System ($300K): A standardized framework for planning for, responding to, and recovering from emergencies.
  • Water Tank Rehabilitation ($300K): Maintenance of the existing water tanks to extend their useful life.
  • Valve Replacements ($175K): Replacement of aging valves so crews can isolate sections of the system and minimize service disruptions.
  • Resource Central Partnership ($50K): Free irrigation evaluations and water-wise landscaping consultations for residents.
